UNESCO Recommendation on Open Science

The UNESCO Recommendation on Open Science is the first international standard setting instrument on open science. It provides an internationally agreed definition, as well as a set of shared values and guiding principles for open science. It also identifies a set of actions conducive to a fair and equitable operationalization of open science for all at the individual, institutional, national, regional and international levels. Its implementation is supported by the UNESCO Open Science Toolkit.

Project Goals

The UNESCO Recommendation on Open Science provides an international framework for open science policy and practice aimed at reducing the technological and knowledge divide between and within countries. It outlines a common definition, shared values, principles and standards, and proposes actions to support fair and equitable open science for all at individual, institutional, national, regional and international levels. This international framework was unanimously adopted by 193 countries in November 2021, after over two years of consultations and negotiations.
